Abkhazia on several occasions appealed to the Russian Federation and the UN to recognise its independence & presented many proves to support their case. To this day they’ve received no positive reply.
From summer 2002 Russia started to satisfy Abkhaz claims in granting the Abkhaz population Russian citizenship. To date, 80% of Abkhaz population hold Russian citizenship. At the same time, Georgian Law forbids dual citizenship. This is an expression that Abkhaz people do not wish to be part of Georgia. In November 2004 acting on presidential orders passports of Abkhaz republic started to be issued to people of Abkhazia[1].
Many states started their independent history, not being recognised by others, for example USA. States can be small. In order to preserve fragile peace in Abkhazia a solution must be found to the refugee problem after the 1992-3 war and prevent military conflicts with Georgia. The best way to do this is to recognise Abkhazia sovereignty. Such recognition would help Abkhazia get rid of suspicions of a formation of traitors in its ranks created by returning Georgian refugees. The problem of refugees would get solved more efficiently. That is the main issue and not the poorly justified claims of Georgia on Abkhazia, given to them by Stalin.
